Dear family in Christ:
Since Pastor Noe Carias was detained by Immigration and Customs Enforcement Monday July 24th, many of you around the country have stepped up to help and advocate. We thank God for you!
However, he remains in detention. We need to escalate our activities in order to save him from deportation.
First, here is the background on Pastor Carias’ situation:
Pastor Carias is serving a thriving Assemblies of God church in South Los Angeles. His wife as well as his 5 and 7 year old children are citizens. Pastor Carias has three 25 year old deportation orders resulting simply from entering the U.S. without permission as a teenager. His marriage and his ministry could qualify him for legal residency but his deportation orders would have to be removed before those cases could be considered. His lawyer has filed petitions, but the process is long and complicated – Pastor Noe had been granted a stay of removal twice while his case winds through the courts. However, under the new Executive Orders, his stay of removal has been denied and he is facing deportation. ICE has said that Pastor Carias is a deceptive repeat offender – omitting that all his deportations happened when he was under 21 years of age.
We have been focusing on the members of the House and Senate Homeland Security Committee to advocate with Major John Kelly. However, since Major Kelly has been moved from Homeland Security to the White House, it really matters to reach out to the regional ICE Director, David Marin.
We have obtained a meeting with Mr. Marin for Monday August 7th. Director David Marin is a devout Roman Catholic. Between now and then, we need to pray for him and encourage him. He needs the courage to do what God has called him to do – to love mercy and do justice for Pastor Carias.
We are asking for letters of encouragement to be sent to Mr. David Marin at David.email@example.com.
We are suggesting that in your letter you:
· Let him know you are praying for him
· Use a scripture and/or a quote from Catholic Social Teaching
· Ask for his release from detention and for a stay of removal.
Please also send a copy to an email account we have set up for that purpose –firstname.lastname@example.org. We plan to print the copies and have them hand-carried to Mr. Marin by someone he trusts to ensure that he will read them. Please send your letter by Friday August 4th at noon so that he will receive them before our meeting.
We deeply appreciate all that you can do for Pastor Carias, knowing that a victory in this case will encourage others.
Here are some Bible verses you might want to include in your letter and/or pray on:
Do not oppress a foreigner; you yourselves know how it feels to be foreigners, because you were foreigners in Egypt.
When a foreigner resides among you in your land, do not mistreat them
The foreigner residing among you must be treated as your native-born. Love them as yourself, for you were foreigners in Egypt. I am the Lord your God.
And you are to love those who are foreigners, for you yourselves were foreigners in Egypt.
…and rejoice before the Lord your God at the place he will choose as a dwelling for his Name—you, your sons and daughters, your male and female servants, the Levites in your towns, and the foreigners, the fatherless and the widows living among you.
Do not take advantage of a hired worker who is poor and needy, whether that worker is a fellow Israelite or a foreigner residing in one of your towns.
The Lord watches over the foreigner and sustains the fatherless and the widow, but he frustrates the ways of the wicked.
This is what the Lord says: Do what is just and right. Rescue from the hand of the oppressor the one who has been robbed. Do no wrong or violence to the foreigner, the fatherless or the widow, and do not shed innocent blood in this place.
You are to allot it as an inheritance for yourselves and for the foreigners residing among you and who have children. You are to consider them as native-born Israelites; along with you they are to be allotted an inheritance among the tribes of Israel.
“This is what the Lord Almighty said: ‘Administer true justice; show mercy and compassion to one another. 10 Do not oppress the widower the fatherless, the foreigner or the poor. Do not plot evil against each other.’
For I was hungry and you gave me something to eat, I was thirsty and you gave me something to drink, I was a stranger and you invited me in.
Do not forget to show hospitality to strangers, for by so doing some people have shown hospitality to angels without knowing it.

Los Angeles- President Trump has said that his immigration policy is focused on the deportation of people who are threats to public safety. Why then has Pastor Noe Carias been detained?
Pastor Carias is serving a thriving evangelical church in South Los Angeles. His wife as well as his 5 and 7 year old children are citizens. Pastor Carias has 25 year old deportation orders resulting simply from entering the U.S. without permission as a teenager. His lawyer has filed petitions to remove those orders. Apparently, ICE is not even willing to wait for the court to decide whether Pastor Carias can stay in this country. Evangelical Latino leaders joined by the interfaith community are committed to call on God and our government to release Pastor Noe Carias.

Pastor Noe Mayorga is in jeopardy of deportation. He has been a pastor in the Assemblies of God denomination for six years, and is the devoted husband of a U.S. citizen and the loving father of two U.S. citizen children (ages 5 and 7). Pastor Mayorga has an upcoming check-in with ICE and, although he has a previous stay of removal, it is highly likely that he will be deported unless he receives widespread community support.
The petition will be sent to David Marin, Director of Enforcement and Removal Operations, in Los Angeles.

We are writing on behalf of Pastor Noe Nolberto Carias Mayorga, an Assemblies of God Pastor with the Southern Pacific District with 6 years of service to our community. He is married to Victoria Jesus Carias a US citizen with two citizen children Nylah Carias age 7 and Abraham Noe Carias age 5. He received a stay of removal in 12/10/2014 which has been extended 1 time on 02/03/2016. On 03/03/17, 1-130 Petition for Alien Relative was submitted and the petitioner is Victoria Jesus Carias his wife.
Pastor Noe Nolberto Carias Mayorga is a blessing to his church, our denomination and the broader community. He is the father of a thriving family which would be devastated by his removal.
In the context of the prioritization of enforcement, it is important to note that Pastor Noe Nolberto Carias Mayorga’s only violation was entering without permission as a teenager. He is now 42 and would have a qualifying case if his deportation orders were removed.
We pray that his contributions, his relationships and the negative impact on hundreds of lives of his potential removal would influence you to grant him a stay of removal and re-open his case.
